Samenvatting:

The"Database on Wind Characteristics" is established in 1998 in an EU subsidised project. This database is presently operated as a project of the International Energy Agency, IEA Wind R&D Annex XVII. The database constitutes a valuable tool for a consistent and rational calibration of essential wind characteristics for wind turbine design. In addition, investigations of a more fundamental and phenomenological character can conveniently be supported by the large selection of full-scale wind field measurements contained in the database. At the start of the project, the partners in the Annex agreed that additional wind data were needed to complete the data selection. Most important data were identified as additional wake measurements, three component offshore measurements suitable for validation of especially the low frequency part of offshore wind spectra, additional combined wind- and wave data from representative offshore locations, extreme complex terrain measurements and long term data sets covering time spans of at least 20 years.

The Dutch partner in the IEA Annex XVII, ECN, has provided several data sets to the database. This report describes the work that has been done over the project period, from September 1st 2002 to June 1st 2004. During the project, data have been added by ECN to the international wind database. These data have been described in earlier reports [1] and [2]. In addition, analyses have been performed on the data, which is described in [2].
