Samenvatting:
By 2010, the European Union aims to have renewable sources of powerproviding 21% of the electricity generated in its 25 member states, with differentiated targets for each state.This ambitious goal was set in the EU directive 2001/77/EC, known as the ?Renewables Directive?. The directive is also important for setting framework conditions for market support of renewable electricity generation. Member states will be allowed to continue their own support instruments for a transitional period of at least seven years after the acceptance of a Commission proposal on a harmonised community framework. Such a proposal may be made, but is not expected, in an evaluation report of member state support systems, due no later than 27 October 2005. The directive also states that better access is to be provided for renewable energy generators to electricity distribution networks, including streamlining and expediting authorisation procedures.Where appropriate, member states may require transmission and distribution system oprators to bear (part of) the necessary connection and grid reinforcement costs. Furthermore, when dispatching power, the transmission system operators should give priority to renewable electricity plants ?to the extent possible?.
