Samenvatting:
In its fourth National Environmental Policy Plan (NEPP4) to be issued in 2001, the Dutch government will deal with the most persistent current environmental problems, including greenhouse gas and acidifying emissions. Needs for energy and mobility will have to be met within the limits indicated for providing a healthy and sustainable society. This has been translated into national emission target points for 2030 and used by RIVM and ECN to chart out solution-oriented perspectives for reducing reductions in CO2, NOx, SO2, VOCs and fine particles. Six perspectives have been charted out: changing the economic structure, adaptation of behaviour/consumption patterns, efficiency improvement, renewable energy, clean fossil energy sources and nuclear energy. For each perspective maximum potential for 2030 and costs have been estimated. Several combinations have been made to reach the target points. For CO2 it appears that at least 75% of the maximum potential of the 6 perspectives together needs to be realised. Leaving out one or more perspectives nearly automatically means that the potential of the remaining perspectives needs to be fully realised. Reaching the target points seems not possible for NOx unless new advanced technologies, e.g. the fuel cell, become available. Main conclusion is that reaching the target points does not imply a transition of society, but it surely means a different structure of energy supply. As far as choices between the different perspectives should be made it is hard to base them on cost arguments, regarding the large uncertainty in this field. 9 refs.
