In the framework of the SDE+ 2017 Renewable Energy Support Scheme, the Dutch Ministry of Economic Affairs has requested ECN and DNV GL to advise on the base rates for renewable electricity, green gas and renewable energy. ECN is working on this advice in collaboration with TNO.
Draft advice and market consultation
In this framework, a draft advice has been written for the open market consultation, which was published in May 2016. The draft advice was presented to industry groups at the Ministry of Economic Affairs. Following the publication of the draft advice, stakeholders were invited to share their feedback with ECN and DNV GL. This resulted in 40 written reactions, of which 30 led to consultation meetings between June 13 and July 5, 2016. Based on the feedback received during the market consultation and further input from the Ministry the final advice was written.
In the consultation report ECN and DNV GL clarify how they have taken the feedback received during the open market consultation into consideration.
The final advice (in Dutch) on the cost of projects in the Netherlands targeted for realization in 2017, covering installation technologies for the production of renewable electricity, renewable gas and renewable heat has been published in November 2016. The calculations for the base rates have been conducted with the so-called OT model. You can download the model here.
