Dutch Renewable Energy Support Scheme (SDE+)
In the Netherlands the production of renewable energy is supported by the SDE+ scheme (Stimulering Duurzame Energieproductie/Encouraging Sustainable Energy Production). The Dutch ministry of Economic Affairs is advised about various aspects of this renewable energy support scheme by ECN.
The SDE+ is an operating grant, such that producers of renewable energy receive financial compensation for every unit of renewable energy they generate. The scheme is a form of a feed-in-premium where the compensation is equal to the difference between the base rate and the correction amount The base rate is equal to the production costs of renewable electricity, heat and gas. The correction rate is the market price of renewable electricity, heat and gas. Both the base rate and the correction rate are technology dependent. For every technology a base energy price is also determined, which sets the lower limit for the correction rate and thus maximizes the compensation received per unit of renewable energy. The base rates are recalculated annually for a variety of technologies. This work is done by ECN in cooperation with DNV GL. For geothermal energy the advice is prepared by ECN, DNV GL and TNO. In spring a draft advice is presented to the market for consultation. Based on written responses and consultation sessions the experts at ECN, DNV GL (and in the case of geothermal energy also TNO) draft the final advice. In autumn the minister of Economic Affairs decides about the opening a new round of SDE+ for the next year, and which technologies to include and what the base rates will be.
In 2015 the draft advice has been published on April 7. Approximately 40 written responses were received, after which 20 consultation sessions were held between April 23 and May 12. During the summer the final advice was put together. The consultation document (only available in Dutch) describes how the responses from the market were included in the final advice.

The correction amount is calculated biannually by ECN.
- In spring the final correction amounts for the preceding year will be calculated
- In autumn the draft correction amounts for the following year will be calculated.
I.e. in 2015 the final correction amounts for 2014 will be calculated as well as the draft correction amounts for 2016.
