
Europe-wide Green eMotion initiative to facilitate market introduction of electric vehicles.
Green eMotion will connect ongoing regional and national electromobility initiatives leveraging on the results and comparing the different technology approaches to ensure the best solutions prevail for the European market. A virtual marketplace will be created to enable the different actors to interact and to allow for new high-value transportation services as well as EV-user convenience in billing (EU Clearing House).
Synchronisation of demonstration regions: Test and local evaluation of policies and incentives
Municipalities have an important role in the introduction and implementation of EVs. The deployment of new
vehicles and infrastructure takes time and is often connected to high initial costs. To ensure the appropriate
and effective introduction, promotional activities are important. The municipalities can stimulate and support
the implementation of the charging spots as well the EV by for different activities such as free charging and
parking, priority lanes in cities at airports, restriction areas, etc. In Green eMotion several different promotional
activities and policies will be tested in the cities and the effect and result will be locally evaluated.
Technical, Environmental, Economic and Social Evaluation: Commercial and regulatory roadmap
As a sum-up of the studies performed in this and other work packages, and based on the lessons learned
from the demonstrators, this task will develop a suitable commercial and regulatory framework and make
policy recommendations to enable a cost-effective and green mass rollout of EV. The starting points will be
to (i) identify current barriers and gaps, and then the characteristics that a suitable commercial and regulatory
framework should boost in order to deliver all the EV potential identified in Task 9.2 and Task 9.3, also based
on the practical analyses conducted in Task 9.1, and (ii) evaluate the actual internal and external benefits and
costs for all players (including the power system and environmental impacts). Then, a set of recommendations
will be derived to facilitate the rollout of EVs on a broader scale.
Dissemination: Electromobility Best Practice Policy Development Guidance Document
Contributing to the dissemination objective of WP10, this task will produce material specifically aimed at the
policy maker level and practitioners at the municipal/city level. Using outputs of the above tasks and previous
experience of the partners that have already implemented demonstrators in the past (and results of WP1
and WP9), the Green eMotion project will produce an ‘Electromobility Best Practice Policy Development
Guidance Document’ specifically tailored for use by EU and national policymakers, municipalities, regional
and local authorities. This document is intended to provide guidance when rolling out demonstrations or full
introduction of EVs / large-scale infrastructure for EVs in their cities and regions.
42 partners from industry, the energy sector, electric vehicles manufacturers, municipalities as well as universities and research institutions have joined forces in the Green eMotion project. The aim is to develop and to demonstrate a commonly accepted and user-friendly framework consisting of interoperable and scalable technical solutions in connection with a sustainable business platform. Smart Grid developments, innovative ICT solutions, different types of EVs as well as urban mobility concepts will be taken into account for the implementation of this framework. The four year project will start in March 2011. It has a total budget of 42 Mio. € and will be funded by the European Commission with 24 Mio. €.
