Joint Implementation

Joint Implementation offers the opportunity to an Annex I country to achieve (part of) its Kyoto commitment through investments in GHG abatement projects in another Annex I country. Several issues still need to be resolved before JI is to become an effective instrument by which the commitments of the Kyoto Protocol can be met. Some of these uncertainties are the baseline design, the concept of additionality and distribution of credits between host country and investor. ECN projects on JI contribute to resolving these issues at different levels:

  • Capacity building on JI in CEE countries. ERUPT (the Emission Reduction Unit Procurement Tender) is the programme for the Netherlands. The Ministry of Economic Affairs of the Netherlands buys Emission Reduction Units generated by JI projects. ECN and Novem assist the local governments of Bulgaria and Romania in the implementation of ERU-PT.
  • Development of guidelines for baseline studies for joint implementation projects to be applied and piloted under the first tender of ERU-PT.
  • AIJ projects. These projects fall under the umbrella of the Netherlands Programme on Activities Implemented Jointly (AIJ). This programme aims to contribute to the international development of methodologies, guidelines and standards for implementation of JI and CDM projects. ECN carries out baseline studies and market studies.
  • Analysing the potential and cost of Joint Implementation in Central and Eastern European (CEE) countries.

  • AIJ project Slovakia. Installation of a gas-fired CHP unit at a heating plant in Bratislava ECN prepared the baseline study and a market study.
  • AIJ project Ukraine. Installation of biogas-fired CHP unit at a yeast factory. ECN prepared the baseline study.
  • Capacity building for Joint Implementation and ERU-PT in Bulgaria and Romania.
  • Development of guidelines for baseline studies, validation, monitoring and verification of JI projects.
