International Emission Trading

Emission trading allows Annex I countries to exchange part of their emission commitment and, hence, to redistribute the division of allowed emission between them. ECN has carried out several quantitative studies to analyse the impact of trading CO2 emission permits between the Annex I countries. The consequences for abatement costs, before and after trade, the volume of permits traded and the emissions per capita have been studied. One of the studies illustrated that the European Union could be a net exporter of permits in an OECD trading scheme (without Middle and Eastern Europe).
