To enhance the scientific discussion on European gas market issues, the Dutch Energy Council (AER), Netherlands Bureau for Economic Policy Analysis (CPB), and the Energy Research centre of the Netherlands (ECN), three Dutch institutes engaged in energy, policy and economics, have taken the initiative to organise this symposium. The Dutch Ministry of Economic Affairs sponsors this international symposium.
The efficiency of the gas market and the degree of security in gas deliveries increasingly depend on market forces. Concern rises whether sufficient investments will be undertaken at the right moment. In addition, declining production rates increase Europe’s dependency on external gas supplies. Without government intervention, the price of gas and the security of its delivery will be strongly determined by players that hold dominant positions in production, storage or transport. In order to protect public interests, such as affordable prices and security of gas supply, government intervention might be required. In this symposium, we aim to define those public interests and explore government opportunities to intervene in the market in an effective manner in order to reach an affordable and secure gas supply. Four distinguished and independent European speakers will give their of view on these questions.
