
A key component of the political and economic reforms that are currently being implemented in Indonesia is the devolution of responsibilities for regional development, including energy sector development. This means moving responsibilities from national government to provincial and district level. The Data and Information Centre of Energy and Mineral Resources (DICEMR) of the Ministry of Energy and Mines has been tasked to initiate and co-ordinate the decentralization process of energy policy formulation. To this end, DICEMR has developed a framework for the institutional set up for regional energy policy formulation.
To enable regional governments to duly execute their new responsibilities, new institutions need to be created and relevant capacity for formulating regional energy policies needs to be built. CAREPI contributes to this process by identifying and bringing together key stakeholders, strengthening institutions that conduct energy policy analysis and training local businesses that provide energy services.
