Pieter Kroon is a specialist in energy and environmental studies at the Energy research Centre of the Netherlands ECN. He has over 25 years of experience in energy and environment related policy studies, most of which he conducted for the Dutch government. His main responsibilities lie in the fields of national energy supply and, as a sector specialist, in the energy use of transportation, refineries, and the environment (SO2, NOx and CO2 emissions). As one of the national experts in these fields, he is frequently asked to participate in workshops and to review reports.
He was project leader of the National Energy Outlook 1985-2015, one of the largest projects conducted by ECN Policy Studies in co-operation with other institutes. From 1993 until April 2002 he was active in the works council (of which 6 years as chairman). In this period he handled complex decision processes and participated in negotiations on terms of employment.
In 2005 he worked part time at the Dutch Ministry of the Environment for about nine months, during the second evaluation of the Dutch efforts for reaching the 2010 Kyoto target. In 2006 he conducted quantitative advisory work for the Dutch CO2 allocation plan for the second trading period of the EU Emission Trading Scheme. In 2007 he conducted a quick scan on the possible effects on refineries and oil trading of a worldwide shift of heavy bunker fuels to marine diesel. After 2005 he was project leader for several studies for the Dutch Ministry of the Environment in the field of emissions of small installations (BEMS Decree). Options for emission legislation were presented and discussed at the national and international level. The BEMS Decree was implemented in 2010, but work still continues on for instance small boilers, on phase two of BEMS, and on the Dutch system of NOx emission trading. In 2010 and 2011 Pieter also worked on national energy and emission projections, energy saving options for the transport sector and on the energy roadmap 2050 for several sectors.
