Paul Koutstaal is senior manager of the Energy Supply and Industry group at ECN Policy Studies. Paul holds a PhD in Economics. He is an experienced project and acquisition leader in the field of climate policies and energy economics. His interests include energy and climate policy, with a focus on economic policy instruments such as emission trading and renewable energy obligations, scenario studies, economic evaluation and energy markets. He has extensive experience in both research and the coordination of research programmes and projects in these areas for the European Commission and the Dutch Government. Recent projects include the trade effects of climate policies, the design of energy policy beyond 2020, producer tariffs in Electricity markets and capacity mechanisms. His work experience includes research institutes such as the CPB Netherlands Bureau of Economic Research, where he held the position of programme manager for energy and climate, and consultancy on economic issues. He has also worked as a senior inspector of the budget at the Dutch Ministry of Finance.
