Paul Koutstaal works as group leader of the Energy Production, Networks and Markets group in the unit ECN Policy Studies. His interests include energy and climate policy, with a focus on economic policy instruments such as emission trading and renewable energy obligations, scenario studies, economic evaluation and energy markets. He has extensive experience in both research and the coordination of research programmes and projects in these areas for the European Commission and the Dutch Government. His work experience includes research institutes, the Dutch Ministry of Finance and consultancy on economic issues.
