Koen Smekens

Koen Smekens holds an MSc in Applied Sciences (University of Gent, 1989). He joined the Policy Studies Department of ECN in 1999, after having worked several years in the private and public sector related to energy & technology development. At ECN he works in the Projections, Evaluations, Industry group. He is an internationally recognized expert in long-term energy and climate policy analysis and research, notably in the use and development of energy engineering models like MARKAL.  He also has extensive experience with capacity building and strategic planning regarding energy and policy analysis in economies in transition (Romania) and developing countries (China, India, Indonesia, South Africa). He has a thorough understanding of (and participated in) the UNFCCC processes and negotiations and has been supporting expert for the Belgian national Climate Change emission inventories, policies and projections.
