Workshop economic opportunities PV
On June 13th, 2012, a workshop about the economic opportunities of photovoltaics (PV) in the Netherlands took place in Amsterdam.
ECN, as a contributing partner in the European project, “PV Parity”, teamed up with KEMA’s initiative, the “National Action Plan for Solar Electricity” to host presentations and discussions over the future of PV in the Netherlands, in light of the current competitiveness of PV for the residential market.
The objective was to communicate the current competitiveness of PV and to bring back suggestions to improve the policy situation in order to reach a goal of 4GW in 2020.
The audience consisted of 85 participants, representing different levels of the Dutch government, a large spectrum of businesses and a range of political parties.
Topics
The programme consisted of several presentations, discussion sessions and a political debate. Topics were:
- the evolution of the term, ‘grid parity’ and a view on the Dutch commercial market segment, which will be competitive by about 2016
- an overview of the National Action Plan for Solar Electricity
- the price statistics on the PV modules and system components
- the new organization forms and new financing constructions
- the large regional value creation in terms of jobs, avoided imports and emissions, from decentralized PV installations
- ‘virtual netmetering’ for apartment dwellers in Amsterdam
- projections for net-metering in the Netherlands
- an overview on building integrated PV (BIPV)
Political debate with PVDA, D66, CDA, Groenlinks, SP
Bottlenecks
Three discussion sessions were organized to discus the following questions.
- What are the most important bottlenecks to reach 4 GW of PV installations by 2020?
- Can these be solved in the current policy situation by cooperation, creative thinking and by making alliances?
- Or is a change in the policy situation required?
